When merged this pull request will:

Improve CBA_fnc_formatNumber by addressing CBA_fnc_formatNumber returns bad values in some cases #486
Essentially this rounds the decimal part out now.
[65.200, 2, 3] call CBA_fnc_formatNumber would lead to 65.299 now this results in 65.200
